Catalogue of Restricted Foreign Investment Industries. 1. Development of plots of land(limited to equity joint ventures or contractual joint ventures)
; 2. Construction and operation of high-end hotels, villas, high-end offices and international exhibition center; 3. Real estate secondary market transaction and real estate agency or brokerage companies.

On January 29th 2007, 'Notice on Regulating the Purchase of Commodity Premises by Foreign Entities and Individuals' were jointlyed issued by Beijing Construction Committee, Beijing Municipal Government, Foreign Affairs Office, Beijing Public Security Bureau, Beijing Administration for Industry and Commerce and Beijing Commerce Bureau. The notice is the detailed rules and regulations of Document 171 which was issued in 2006 and is applied for the city of Beijing.
